There is no single target for everyone
Fluid needs depend on body size, climate, activity, food intake, pregnancy or breastfeeding, illness and health conditions. Water also comes from foods and other beverages.
Use context, not bottle quotas
A reusable bottle can help you notice how much you drink, but forcing a fixed number of refills is not inherently healthier.
